Mixed waste or hazardous waste depending on type. Capacitors that use oil (possibly PCB) as an insulator are hazardous waste unless the oil is completely drained. Dry capacitors (plastic film insulator) and electrolyte capacitors (the electrolyte is usually a mild saline solution) can be generally sorted into mixed waste.
