Empty laser printer and ink-jet printer cartridges belong to mixed waste. They can be also refilled and used anew.
Look up a collection point closest to you in the web pages of Arvo Jäte (in Finnish). Cartridges containing colourant are hazardous waste, at least when they carry a hazardous waste warning sign. If there is no such sign, check from the product manufacturer whether the colourant is hazardous waste.
